Yesterday, a recount of more than 3,000 paper ballots in the District 31 delegates race confirmed that incumbent Del. Joan Cadden (D) lost. She was defeated for the third spot in a three member district by incumbent Del. Don Dwyer (R). Two newcomers, Republiucans Steve Schuh and Nick Kipke won the other two seats.
